The City of Salina and The 2020 Census:

The U.S. Constitution requires an “actual enumeration” or count of every person living in the country each decade and the U.S. Commerce Department’s Census Bureau is responsible for conduction of the census. However, the federal government cannot do it alone and relies on states, cities, and municipalities like Salina to ensure each and every resident is accurately counted. New to the 2020 Census and for the first time ever, the Census Bureau is strongly encouraging residents to respond online to the census which presents unique challenges to members of our community without regular internet access or experience. The U.S. Census Bureau is initiating a number of promotional projects at the national and local levels as part of its effort to achieve a complete and accurate 2020 Census count. Census officials have recommended that Salina create a Complete Count Committee that would actively involve leaders from a broad cross section of the community to plan and implement a local promotional campaign. The activities of the Complete Count Committee would enhance the Census Bureau’s outreach and publicity efforts by spreading the census message directly to the local community. The committee, being more familiar with local conditions, would concentrate on creating awareness among those segments of the community which have been difficult to enumerate and may have been under counted in the last census. The overall goal of the committee would be to encourage response from all members of the community. It is recommended that members of the Complete Count Committee have the interest, expertise, network, time and resources to actively participate and further the mission of the Complete Count Committee.  Committee members are expected to use their networks and resources to help build relationships with other community stakeholder and further outreach and awareness for the 2020 Census. The Census Bureau recommends that members of the Complete Count Committee be able to serve and lend expertise to the following sub-committees; neighborhoods, community outreach, funding, community benefits, demographics & minorities, health, and education.

The Complete Count Committee

Resolution No. 19-7786 was adopted on December 16, 2019 by the City Commission at a regularly scheduled meeting. The resolution created the 2020 Census - Complete Count Committee (CCC).

CCC Members:

  • Salina Area United Way
  • Child Advocacy and Parenting Services (CAPS)
  • Saline County Health Department
  • Salina Chamber of Commerce
  • One Salina

The work of the CCC should include identification of contacts, activities and efforts to reach all minority groups, with specific efforts and outreach around Hispanic, Vietnamese, Indian, Pakistani, and Philippine populations within the community.  Furthermore, the City Commission requested efforts and activities identified by the CCC be presented to them in an action plan by February 1, 2020.

All meetings of the CCC are made public with advertisements in the paper and noticed on the City’s website and social media. Additionally, each meeting includes an opportunity for public comment. The CCC had its first meeting on January 22, 2020 with five members of the CCC, one member of the general public and four members of city staff in attendance. A sign-in sheet for that meeting and proof of advertisement have been included as attachments.

The CCC Action Plan:

Resolution No. 20-7802 was adopted on February 3, 2020 by the City Commission at a regularly scheduled meeting. The resolution accepted the 2020 Census - Complete Count Committee (CCC) Action Plan.

During the January 22, 2020 meeting, staff worked through an outline of the action plan while CCC members discussed how their network of contacts could participate and how it was best to reach them. In addition to the individually identified contact requests and activities, the group identified the use of a “general” social media campaign that could be used by all members of the CCC in order to keep information about the Census frequent and visible The attached action plan is an excellent framework for establishing the CCC’s anticipated activities. Though as part of implementing the action plan, the CCC is sure to learn of new contacts and activities that should be included. Therefore, a follow-up report to the action plan will be submitted to the City Commission after August 1, 2020. The follow-up report will detail the CCC’s level of outreach and impact, including those items unknown at the time the action plan was accepted. The follow-up report will serve as record to help broaden future community outreach effort in Salina and leave good documentation to aid 2030 Census efforts. A 2020 Census web page will be developed for the City’s website to include the action plan and activates associated with its implementation.  Event details, general Census information, and staff contacts will be provided on the web page as well.

The CCC will continue to meet monthly from now till August 1st, 2019.  CCC meetings will be held the third Wednesday of every month in room 105 at the City County Building. All members of the public are welcome to attend.
