ORDINANCE NUMBER 23-11144
AN ORDINANCE PROVIDING FOR THE ANNEXATION AND ZONING OF A CERTAIN TRACT OF LAND IN SALINE COUNTY, KANSAS IN CONFORMITY WITH THE PROVISIONS OF K.S.A. 12-519 TO 12-526, INCLUSIVE.
BE IT ORDAINED by the Governing Body of the City of Salina, Kansas:
Section 1. Findings.
The following findings support the annexation of the property described in Section 2 by the City of Salina:
- Only the west half of Centennial Road abutting the Airport Industrial Center was annexed into the city in 1989 due to the lack of dedicated right-of-way and the lack of consent from the property owner in the east side of Centennial Road.
- On December 19, 2022, the Governing Body agreed to accept a road right-of-way deed from the owner of the property on the east side of Centennial Road.
- Annexation of the east half of Centennial Road would bring all of Centennial Road north of Water Well Road under the ownership, maintenance and law enforcement jurisdiction of the City.
- The dedicated fee right-of-way for the east half of Centennial Road is now owned by the City and under K.S.A. 12-520(a)(2) the City has the statutory authority to annex this fee right-of-way and no resolution or notice of public hearing is required as a prerequisite to its annexation.
Section 2. Annexation. The following described tract of land:
A tract of land located in the West half of the Southwest Quarter of Section 2, Township 15 South, Range 3 West of the 6th P.M., Saline County, Kansas, more particularly described as follows:
Beginning at the Southwest corner of said Southwest Quarter;
Thence North 00° 22' 58" West on the west line of said Southwest Quarter, a distance of 2646.08 feet to the Northwest corner of said Southwest Quarter;
Thence North 89° 44' 19" East on the north line of said southwest quarter, a distance of 67.50 feet;
Thence South 00° 22' 59" East, a distance of 2536.18 feet;
Thence North 89° 48' 59" East, a distance of 87.89 feet;
Thence South 68° 22' 44" East, a distance of 53.85 feet;
Thence South 00° 10' 49" East, a distance of 90.00 feet to the south line of said Southwest Quarter;
Thence South 89° 49' 11" West, a distance of 205.00 feet to the point of beginning.

Said tract contains 193,245 sq. ft. more or less.
meeting one or more of the classifications for annexation prescribed by K.S.A. 12-519 to 12-526, inclusive, is hereby annexed and made a part of the City of Salina, Kansas.
Section 3. Repealer. All prior ordinances in conflict herewith as they relate to the above described real estate are hereby repealed.
Section 4. Summary of ordinance for publication. This ordinance shall be in full force and effect from and after its adoption and publication once by summary in the official city newspaper.
Ordinance No. 23-11144 Summary
On March 6, 2023, the City of Salina, Kansas passed Ordinance No. 23-11144. The ordinance annexes a 67.50 ft. wide strip of road right-of-way located on the east side of the center line of Centennial Road, running north from the center line of Water Well Road to the current city limits.
