of Commissioners Finding

The responsibility of the City of Salina Human Relations Commission and the Community Relations Department is to determine, given all available facts of a case, whether unlawful discrimination occurred.

In the case of Ms. Brotton vs. the Saline County Board of Commissioners, it was not our role to determine whether the County Commissioners made the correct choice in their selection of the director for the Salina County Health Department.  It was not our role to determine whether they exercised good judgment or were motivated by non-discriminatory ulterior motives.  It was the responsibility of the department and the Commission to determine whether the failure to hire Ms. Brotton was based on her sex.

The absence of direct evidence of discrimination and the presence of many non-discriminatory factors resulted in the determination that the facts were insufficient to establish reasonable grounds that discrimination occurred.
